Ok I have lost a bet and I have to ask this question. Plus im a little curious, if you were to shave a cat or a dog and get rid of all of its fur, nothing left, but skin, will the animal be able to get a sun tan?
It would get a burn! I shave dogs daily (my job) and some have to be taken ALL the way down due to matting. Those dogs have to have sunscreen or they will burn! Even some white dogs with thinner hair (such as my Pit Bull) need sunscreen!
Tan no, burn yes. Dogs actually have skin that is much thinner and more sensitive than a human's and dogs that are shaved too short will burn if allowed out into too much sun.

I don't think they will be able to tan but they can burn. The skin may not change color but it can start to peel
