I recently adopted a lab/golden retriever pup from a person who couldn't look after him anymore... and I know exactly why.
He is 4 and a half months old. When he's indoor, he just can't stop moving, all though I take him out 3 times per day. When he's out doors he jumps on people, pulls on his collar, jumps on other dogs and makes some dogs (the majority of them, with the exception of those very well trained ones) aggresive towards him and hence resulting in a fight. I know that he's just excited but he's tooo excited and makes the other dogs think he wants a fight.
I live in a complex where pets are permitted, it's an enclosed complex with little areas like parks here and there so the pets can play. When im inside my complex I let him play without the leash and he usually follows me.. but whenever he sees another person inside the complex he'll jump on them.
He jumps on me, he jumps on dogs, he jumps on strangers.
I've already had a couple of complex, its either me or the dog pretty much. ... but he's only almost 5 month old, he's still a puppy! I'm NOT giving him up, no way!!! How do I handle him?

Get a Gentle Leader, and sign up for obedience class immediately.
At his age, this is not abnormal behavior at all. It's what Labs and even more so, Golden puppies do.
He needs a lot of exercise, but also some obedience work.
Also - ask the vet about what he's eating. Sometimes a lower protein food, or one with not so much fat, can make all the difference in the world. But do make that choice with the guidance of a vet - please.
He should be crate trained but well exercised, and once you get him into obedience class, he should be a bit better behaved around other dogs.
Go to YouTube. Look at the Kikopup videos. there is one specifically about jumping up on people. Watch and learn, follow the instructions and train your puppy better behavior.
For the hyperactivity, well, that sounds pretty normal for a large retriever mix but you can get the book, CLICK TO CALM to help settle the dog down. You can find it either at Dogwise, www.dogwise.com or www.clickertraining.com. Both of these places also sell clickers.
You might want to consider something like the simpleLEASH.
If your pup pulls too hard, becomes too excited and jumps, tugs when he sees other dogs...whatever the situation, the leash will provide a brief, safe stimulus that lets him know the behavior is NOT acceptable.
I had a friend with a similair issue and the leash worked for her.

My Aunt's dog Rex is just like this. You need to use positive training methods let him pull all he wants on the leash, don't move. When he (finally) calms down you move if he starts doing it again u stay put til he calms. You just have to be consistent. Inside reward him for the times he's calm. Do not reward him for being rowdy, You reward him by even paying attention to him. Maybe get a training book it will help I promise.
1. Get him fixed.
2. Learn some tricks to make him not jump on people. This can be taught.
3. Go take a dog class to teach him socialization.

He is a lab unfortunately. lol. They are very lively and love to chew things too so be careful. He will definitely need training and labs take around 3 years to grow out of their puppy stage. Good Luck!
He's a PUPPY - This is PUPPY behavior. He is a WORKING DOG who needs an outlet for his instinct and energy.
Exercise the dog, enroll him in obedience training, and get him Neutered.
