Surrey is A County( a large region within the UK). With many changes in political and economic boundaries over the years, there are some areas that call themselves Surrey, but are really London Boroughs. For example Croydon, Sutton & Kingston are 'allowed' to call themselves Surrey- but really form the boundary boroughs (Eco/ political) of the southern regions of London.
The Briklayer is not completely accurate: Guildford is in fact still the County town of Surrey and has been for several hundred years. ( i.e. capital of Surrey)
Surrey PROPER is a county south OF London. There ARE parts of Greater London, such as Croydon and Richmond, that have SURREY in their postal address (can be left off), but are NO LONGER part of the county of that name!
I think people here seem to think only the Met Office is capable of giving weather forecasts, most are predicting a colder and drier than average winter, such as Positive Weather Solutions. At the moment, there is only a forecast for December and January, click the link in my source, they update their forecast every so often.

While Kingston still have a huge amount of history, it has never been 'the' principal town in Surrey.

The main city part, Croydon, is grim in some areas but some of the countryside is very pleasant.
