Hi, I do have this task to do: need to find a synonyms for ceratin words...I'm kinda stuck on this one: 'composite policy paper'...I'm not a native speaker :)) so I'd like to ask you who are what synomyms can I use for the words 'composite' and 'policy'....could I use: complex, joined....for the first one and e.g. strategy for the second one? Any hepl would be appreciated..

I am a native speaker and never heard that term. I assume it was used to mean a statement of one policy agreed to by several organizations -- or -- a document stating the individual policies or positions or philosophies of several organizations/cultures/countries (which, I think, more accurately reflects the meaning of "composite" but I'm being picky). "Composite" is a collection of things: a group of pictures; stating/combining the viewpoints of several people into, or to create, "a composite image" or "composite view" (position/belief) of something. It is used to described a man-made material created from a mixture of different materials (pressboard, made of wood dust and glue).
You could say "mutual" or "agreed to" or "mutually agreed" for "composite," or "policy (or position) negotiated by (or agreed to or accepted by) its members."
If the document states the varied positions of several members, countries, companies, etc., you could say "summary statement" or "collection" of positions" or philosophies or views or beliefs, or "collected positions" on (issue).
"Philosophy" is an alternative for "policy" when "policy" means the beliefs or ethical positions an organization follows in doing its business, such as the inherent value of the individual person, not discriminating on the basis of race or religion, that people are entitled to (services, food, medicine) whether or not they can pay for it, or that humanitarian reasons, alone, are considered a sufficient justification for the organization to act (a justification for some use of US military forces).
"Standard(s)" might be an alternative for "policy." "Standards" would mean the ethical/professional level of conduct the organization requires of its members, governments, schools, etc., in carrying out their functions/duties/business, or the specific methods they are expected to use in doing so, or the guidelines by which the organization rates/approves/disapproves of their conduct.
If the situation is like that of an insurance company which offers life, car, homeowners, and business insurance and writes a policy insuring two or more of those things for one customer, it can be called a "combined policy" or an "umbrella policy." If they insure a business for liability (damage to others), fire damage to its property and theft by its employees, that also is an umbrella policy. If it provides liability insurance to employees of that business who cause damage not covered by the company's policy (usually, employee behavior must be part of their job and in accordance with company policies to be covered), that can be called an umbrella policy because it provides insurance to the individual when the individual is not covered under the primary policy insuring the company. "Universal" is another possibility. "Combined," "umbrella," and "universal" mean one agreed-to position or standard, not a summary of different positions or standards.
To summarize, depending on intended meanings:
composite: universal, combined, summary of, collection of, collected, mutual, agreed, umbrella
policy: philosophy, position, view, standard(s)
paper: statement, position, summary, study, analysis, standards
I think complex strategy is as good as anything else.
