Brown rice is good and cheap. Saute an onion and a couple fairly finely chopped carrots in some butter/oil, then add the rice and stir it around a little. You don't necessarily want any color on the rice, but mix it around for a minute or two, then add your broth of whatever kind you like. I usually use chicken.
A simple salad is good for a veggie too. Or roasted vegetables. Roasted carrots are fantastic with anything, roasted broccoli is lovely, and roasted zucchini is... well, not my favorite, but the rest of my family loves it. All those veggies are quite cheap right now since they're in season (in the US anyway).
For dessert.... I'm not sure. Dessert isn't normally a high concern for me. I'd say something like grilled fruit with ice cream. Or, even better, get some brownies ready to go, bake while dinner is cooking, then serve with ice cream. Vanilla's the norm around here, but try tin roof or anything else with toffee or caramel flavors. You can use a brownie mix if you want or if you're not much of a baker, but if you have a well-stocked pantry, I recommend finding yourself a really nice fudgy brownie recipe.

i like mine either batters and fried fish and chips with some vinegar or fried /sauted with vegetables.

all i can say though is after eating fish i sure would love to wash it down with something sweet to get the fish taste out. water dont cut it/
