I know there is no way to track a lap top unless there is software installed, but I'm looking for someone I can contact with my serial number. The computer is locked and unless the person who stole the computer is a genius (which I doubt they are) they will need to somehow get around my password and contact tech support. When contacting tech support you always need a serial number. My question is who do I contact with the stolen serial number?

I don't want to drop a thermonuclear bomb on your parade, but just because your laptop is locked does not mean its safe (at all). If the person has an installation disk for an operating system like Windows 7, all they have to do is put the CD in and reboot.
When the computer boots, it will ask if the user wants to boot from the CD. From there the user can either install the operating system and attempt to preserve the files on the previous install, or wipe your PC with a complete hard-drive reformat.
If they really wanted to, they could just put a different hard-drive in your computer and it would be completely usable.
I don't know how to help you track your computer, I'm just telling you the other possibilities.
Or the person who stole it will just wipe out windows and re-install it thus resulting in no need to call anyone as they won't need the password. Also there are ways of just wiping out the windows password so it isn't needed.
It is a really long shot but I would contact the customer service department for whatever brand you bought. For HP computer contact hp customer service.
EDIT: To add to what SuperOtherGuy said, on most newer computers, they don't even need the CDs as the recovery partition (which is what they would use) is built in to the hard drive.
