I go quite often to Sainte-Maxime (Var 83), city situated on Saint-Tropez bay. Taxi drivers are perfectly bilingual as many tourists come from The Netherlands, Sweeden or the UK with their boats, often without a car and they ask for a car with a bilingual driver to visit the area.
I suggest that you contact a service that does private tours. It would be much less expensive than hiring a driver. There is a Company called Experience Provence operated by an English speaking lady named Marlene Boyer based in the Avignon area. The majority of tourists travel through the area by train or bus, hiring a self-drive car for touring to little villages. If you do not drive, or prefer not to, then stay in a centre such as Avignon or Arles for a week and take the train for day trips to other towns and also book tours, through the Tourist Information Office, for trips to less accessible places.
