I guess what I am trying to do is start a laptop rentail company where people can rent laptops. My concerns are, once I have laptops rented out how do I get payment. Should I collect card information upfront in case they try to steal the laptop? How can I make sure that payments are on time and I dont have any theft of laptops?

Do you have a business plan and market survey? What incentive is there to rent? Laptops are getting cheaper and cheaper and are constantly being upgrading. How often will you have to buy new laptops and how many times will each one be rented?
And you think you'll be able to compete with Rent-A-Center?
Yes, like a car rental agency, you should have them put it on a credit card, then you could charge them if they don't return them, but I have a funny feeling that this will only turn out bad for you. It's easy to use prepaid cards, prepaid debit, and all of that other junk to trick you. Not to mention, all of the damage you'll have with the laptops.
