You can not sense whether or not someone is watching you unless you see him doing so. The act of watching is passive. Watching is strictly one-way. Photons bounce off of the watched and some of them then enter the eye of the observer. There is no transfer of energy or anything from the observer to the watched person (or object).
Nothing paranormal about feeling uneasy from time to time, though.
