If he doesnt want to meet, i would suggest moving on because you cannot have a relationship where you cannot see them, no matter how much you like him.

At least stop having video calls with him and see how he reacts to that, just tell him that if he doesnt want to see you in person, he cant see you at all.

That's a long time to be talking to someone and not meeting up, do you live far from each other? If you're in different cities it could be a case of finances, maybe he doesn't have the money to come and see you?

I would ask what he feels about you going to see him. If he's ok with that, you may want to do so to get things moving. Sort a date, and see if the plan materialises. If it doesn't happen though, you may want to consider setting your energies else where. There's no point putting all your effort into someone that won't make the effort to see you after all...

I mean the most obvious advice is to be straight up with him & talk to him, ask him why he acts like he wants to talk to you, but doesn't actually put forth the effort to see you.

BUT just be careful, because this guy can be loving the attention your giving him while he's "pursuing" other options. I don't mean to make you sad with that, it's just that boys will be boys & i think it's very weird that he's so interested yet not wanting to see you in person. You guys seem very close yet he doesn't wanna talk or hangout in person. I really hope if you talk to him he makes more sense with his explanation cuz there's nothing worse than being stuck like this.
