"If your version of window came pre installed on a computer like from dell, then you will not be able to upgrade..."
I have a Dell 9200 and I am fairly sure that this statement is incorrect as I was soon planning to buy:

And I would like to know if indeed I can or can not install the operating system due to Dell having pre - installed my version of XP.
It is a genuine copy of XP and I do have a copy of the operating system on disk.

The version of XP you have is the OEM version. The statement "If your version of window came pre installed on a computer like from dell, then you will not be able to upgrade..." means that to install vista you will need to purchase the full version instead of the upgrade version.
Does ur warranty period of laptop expired? If No then dont take risk.
Contact Dell and ask about the statement abt upgrade.
If you laptop is in warranty period, still try to contact if possible, or try to install vista on laptop. If dont work then give it to Dell store to reinstall xp.
