The story of Julius Caesar is mired in myth and misconception. The important thing to remember is that Julius Caesars murder was largely because the man had weakened the power of the Roman Republic and established himself as the first dictator for the Roman Empire. The thing is, tradition of Roman politics has always been somewhat encouraging of underhanded action to try and maintain or manipulate power. His political behavior aside, the real personality of Julius was that of a politician, and likely a sociopath, and sociopaths tend to be very good at putting on charm.
I wouldn't call him a "dick," when you consider all the other people of Roman antiquity. At the point that Caesar came in, Rome was entirely corrupt and was constantly bickering within itself. It would have collapsed at some point, anyway. While Caesar killed people, you should consider that in the Roman mindset, the individual life was really nothing compared to the glory of the family. Caesar simply ushered in a new system.
Caesar was not a nice person. He was absolutely ruthless to his enemies and he was a dictator. He is not the sort of person you would be friends with or not the sort of person who I would want to rule my country. However, he was extremely popular amongst the majority of Romans and you have to admire his character. He is an interesting person but I don't think I would want to meet him.

No , it would be correct to call him a Roman , perhaps his nickname was Dick , as in Dictator
It would be correct to call him a psycho.
Oh hell yeah he killed an entire boat of people in their sleep once just because he felt betrayed. Not to mention all the women he screwed over.
