I would say you have a bad operating system, bad driver, or corrupted file somewhere. A small possibility of a bad hard drive. I would suggest you reformat your hard drive and if it still doesn't work, you have a hardware issue (the hard drive). If it works, then you had a driver/operating system problem. Before you reformat, you should back up your hard drive. To do so you can use a device known as an IDE/SATA to USB Adapter (google "BT-300 topmicrousa"). This works well since it skips your operating system and allows you to just access the files. Once you've backed up your files, reformat the hard drive and see where that takes you. Once you've gotten it to work, recopy the files and you should be as good as new.

Just try restarting it. It will probably do a scan disc when it first starts up. Just wait it out and when it's finished, it'll try restarting again normally.

If this happens more I'd say a bad hard drive. Could also be a bad hard drive controller, but that almost never happens.
