Personally, I don't know exactly what you look like but I think Jet Black mascara makes your eyes pop and look really hot when you have green or blue eyes. I also happen to hate eyeliner too, because it gets smudged easily and it looks bad on me, but if you wear Jet black Mascara the right way, you could probably pulll it off!

Black, just like with any eye color, the blackest black there is.

Just curl them, (very important: to start applying the mascara from the start of the lash to the ends otherwise they stick together no matter how good your mascara is))) let them dry and then curl them again and apply a little bit more mascara from the middle towards the ends (lightly so they dont clump, just so you can really see the lashes from a bit of a distance)

and make sure your eyeliner isnt cheap, those smear, which might be why you hate them

I only use a little bit of eye liner on the outter edge of the eye top & bottom to connect it, and it makes a huge, good difference along with the mascara

PLUM and purple make green eyes pop the most. Plum is great because it's almost black but not quite...
