El Carnavel = Carnival
de la calle Oche = on 8th street
en Miami = in Miami (Florida)
It's a huge latin festival/carnival on SW 8th Street in "Little Havana" Miami, lots of food, performers and PACKED with people (you can google it for info; try calle ocho Miami)
it started over twenty years ago to display hispanic (mostly cuban) heritage, food, music. etc it was nice back then i went a couple of years ago and i feared for my life, riff raff of all nations unite to get drunk and display gang signs. i was awful
