These are two different types of cpu's for very different devices. You cannot compare these two against each other. The i7 is for a computer. The Tegra is for mobile devices (phones/tablets)
Nvidia Tegra 3 powers tablets. It is a very low power (as in energy expenditure) chip most commonly used for things I consider toys. The i7 2700, on the other hand, is a near-100W chip designed to handle massive workloads. They're very different and have different purposes.
A better comparison might be an Nvidia Tegra 3 versus an Intel "Medfield" Atom for phones, or a "Clover Trail" Atom for tablets. At which point as-is the Clover Trail wins in tablets for productive use, as Clover Trail can run the complete Windows 8 operating system whereas the Tegra can only run the pared-down Windows RT. In phones, they're really close, but I think I have to hand it over to the Tegra.

The Nvidia Terga 3 processors operate at 1.6GHz and is used for Tablet PCs. This makes the Intel Core i7 much faster and powerful. Note that you cannot use the Intel Core i7 2700K on a tablet PC.
