I realize there are many times when it would be nice to be numbed, but what are the laws regarding local anesthetics? What kind of training or certification is required to legally numb someone or possess the anesthetic for that matter?

Doctors can administer local anesthetics, unless their license is restricted from this. Nurses can administer local anesthetics but most hospitals require them to be certified first by someone within their facility so that this practice will fall within a nurse's scope of practice and so they can cover their butts if litigation should occur.
