The WWE just ran out of ideas with him.

Not only that but he wasn't always working well with others, and it's noticable in some of his encounters with CM Punk. After the "New Breed vs. Originals" storyline, Elijah Burke really didn't have much to do except compete for the ECW Championship, and in a majority of those types of matches, Elijah Burke lost. WWE really didn't let him develop as a charismatic character, either, even though he had the charisma to be a decent heel persona.

Sylvester Terkay and Elijah Burke wouldn't get far. I think they'd do worse than Jesse and Festus, and Elijah Burke would've eventually branched off into singles competition anyways.
