First, I have to point out that general Americans do not pronounce this word in that manner. Truthfully, I have heard some people in my county (in the Southern US) pronounce it so that the 't' sound is swallowed, making it sound a bit like that. I would say it sounds more like "Wha'ever" though.
Laziness, inattention to detail, poor pronunciation. Not all Americans mispronounce whatever, but a lot of us do not specifically and distinctly pronounce the t at the middle of the word, causing it to sound as a very soft d or to not sound at all (called swallowing the letter/s).
I'm American, and I don't know ANY fellow American that pronounces the word "whatever" in that manner. That's ridiculous. Have you been watching too much Scooby Doo?
