I checked on game debate and i know i can run saints row 3 at high settings with good frame rates. but i can't even run it on 25+fps at the lowest settings(1280x720). Same with crysis 3, battlefield 4, and assasins creed 4
Call of duty ghosts,modern warfare 3, and black ops 2 run at 50fps+ when maxed out (1280x720)
Modern warfare 3 sometimes even reaches 80+fps average
Update:I installed my windows 3 times! Windows 8.1 or Windows 7, there is lag

Well you have older "server" processors ment for a "work station" not for gaming. You have only 4GB of ram (I would assume its DDR2) And though you have a GTX660, Your other equipment is slowing you down. In Theory the twin Xeons should be powerful and they are for high end numbers crunching Etc....(work), but not speed wise for gaming. Games dont use the power of twin CPUs and in many cases wont use even 4 cores. Gaming is best served with a single i5 class processor on a mother board designed to take advantage of the modern "bells & whistles" Preferably with a Z87 Chip set so one can use PCIe 3.0 X16, SATA III etc. A video card alone does not make a game machine. You need to have equipment that Compliments the video card to get full use of it.
The frames per second are not the important thing to consider when playing PC games.
Yes you do want the FPS to be at least 30 or so, and you don't need the FPS to exceed that unless you are moving around in the game quickly. Then a faster frame-rate will help with jitter.
As far as the games running at the frame rates you want, with the GTX 660 you may not be able to attain them with this card.
Also, your type and speed of your RAM will make a difference too. If it is not at least as fast as the RAM that your video card is using, this will degrade your performance too.
Short answer is that if you want that kind of performance, you will need to at least purchase a better card. Like the GTX 760 or better.

Well, this machine is pretty ancient by today's standards, it runs at only 2.0GHz, and even though you got 2 processors, with 2 cores per processor, it's a little underpowered. Though these days games are much more dependent on GPU performance than CPU performance, you still have to have a minimal amount of CPU performance, and especially important is "per core" CPU performance. Microsoft's DirectX has been proven to be very single-core oriented, and not very multi-threaded. If it was more multithreaded, then the workload could be spread between the 4 cores properly, but Microsoft didn't think this was important during its design discussions.
You might actually have been better off with an AMD video card with your system, as modern AMD video cards can take advantage of AMD's new Mantle API, which is a much better API than Microsoft's DirectX. It's advantages over DirectX are quite stark, it is much better at multithreading, and slower processors like yours seem to magically have been breathed a new lease of life by going with Mantle. It really goes to show how anything Microsoft makes is always extremely inefficient.
Another option you might want to explore is going with Nvidia's new 337.50 beta driver. Nvidia has been worried about AMD's Mantle for quite some time and they seem to be doing all they can to improve the performance of their own DirectX driver. Nvidia claims that they've matched the performance of Mantle using just standard DirectX.
