Not really a motivating factor to drive to the mall to go shopping or haul kids to soccer practice when there is 2/ft of snow outside. Typically you stay home. As such, you don't buy gas at the station. And all this right about the time the President is elected. Fast Forward to July and everybody is taking vacation, flying in a airplanes, going to grandmas house etc and consuming lots of fuel.
I reject your premise. The facts are that gas prices have dropped a lot more since the election than before the election.
Gas prices drop every fall and increase every spring. That seasonal cycle is due to two facts. One driving increases during the summer and EPA regulations (remember the ones Clinton said didn't effect the economy) require a heinz 57 varieties of gasoline to be produced in the summer at peak driving season.

Gas prices go down in the fall because of lower demand. This happens most every year, not just in election years.
