It sounds like your dog has a lot of stored up energy. You need to ensure she gets an adequate amount of exercise such as long walks or even jogging with you.
You should help her release that stored energy by letting your dog run with you while you are on a bike or rollerblades so she can run at full speed (if she is a small dog a bike won't be necessary) until she is tired out. After giving her this release take her on proper walks every day (focused, not sniffing everywhere, and with her slightly behind you or right by your side) twice a day (morning and evening) for a minimum of thirty to forty-five minutes each.
Playing fetch and other games like that do not constitute as proper exercise because it is not structured enough it is just pure excitement. Playing will not get her tired out like a proper walk will. By the way running around like crazy in the house is not just her being happy (in response to a previous answer) it is excitement and pent up energy!

If, for some reason, you can not give her the walk, a solid session of fetch can also work in a pinch but it needs to be focused fetching - giving both mental and physical stimulation, not just a play session.
First of all is this a chain the dog is on in the backyard or the lead?Either way there is a simple answer he is bored not loopy as some people might think although novice people will say this.You have to walk your dog to get all this energy out of him so that is up to you.Once a dog starts this pattern it is not easy to train out but l am sure you love your dog and want to help him.If he is chained outside because you do not have fences you will still have to find a solution and that is lots of walks and runs.l do not know what breed you hae but some get stressed more easily than others and he is trying to tell you "l am bored"Sometimes pups chase their tail but they grow out of this and its just a game.If the long walks do not help l would advise an Obedience School where he will learn how to walk sit etc and its all in your corner now.
