Fish has always been separated from your standard meats like pork, beef and chicken. It is easier to classify them other than meat because we think of them in a different realm.
Granted that doesn't negate the fact that fish are living, respiring organisiams. As a rule of thumb if it has a face - it isn't vegetarian.
Or to be a cynic - some people are just torn between the trendiness of vegetarianism and sushi.
There are different levels of vegetarianism and everyone has different reasons for being vegetarian. I don't eat fish and I do consider it cruel as it is a higher life-form than plants. But we shouldn't condemn them for not being as "holy" as us because they still eat fish.
The Catholic church says that fish is not a meat; so vegetarians who hold strong Catholic beliefs often think that seafood is acceptable in their diet.
Also, scallops have no central nervous system, so a vegetarian I know is fine with eating them.
The word vegetarian really just means the main part of your diet is derived from plants. There's no law that says you can't eat other things. I'm really not sure why people get so anal over this. Some choose this diet for health reasons and not for pedantic and competitive ethics. Stop competing with everyone over your own opinions and just eat what is right for you without throwing labels around. Would this be too much of a problem for everyone?

it's not vegetarianism at all.
those who eat a processed food diet aren't vegetarian.. because many processed foods have chemicals that orginated from animals.
so on.. and on.

Because they are stupid. Fish are animals too. Someone that eats fish but not other meat should be called a pescatarian. That's perfectly acceptable.
