is a copeland compressor cr42k6pfv220 that you can hear when kicks on but wont run at all. Reading in high side is 150 psi; low side reading is 300psi with the compressor off.

FIRST why don't you use your VOM to ohm out the compressor. If it checks out good, get the top off the unit and try to start the compressor. If it does the same thing, use a big ol' rubber mallet and smack the top side of that compressor as hard as you can. You can't hurt it....
If the compressor starts, let it run, get the fan on very quickly and take amp draw off the compressor. That will tell you all you need to know
With the unit not operating the pressure should be equal high and low side unless there is a blockage in the system. This could be caused by water in the system that is now frozen and it prevents the system from being equal and that prevents the motor from running the compressor. What ever the cause is it now requires a qualified professional to do a service on the system. Call the professional now.
if you are reading 300psi on the system when it isn't running then there is enough Freon in there to run a few dozen a/c systems so someone must be trying to fix there own a/c and messed it up.
pressures are read when the system is running and they equalize with it turned off so there is no way you have 150 on one side and 300 on the other.
only a "trained" service man can figure out what you have done to this unit and if it hasn't been ruined
Hard to say based on your question, but I would guess the capacitor. It stores energy for initial startup. When it fails, line voltage alone may not actually start compressor and/or fan. May hear buzzing as it tries.
