In japan the age of consent is 13. That mean its legal for a 13 year old to have sex with people within the age group. (anyone that is still a minor) And you are not an adult until your 20 in Japan... so that means... techniaclly (as far as I understand the laws) a 19 year old and 13 year old can hook up leagally.

Lolicon, to my understanding depicts girls that are generally like really young looking, but claim to be abotu 13 years old, and are thus haveing sex with people who around 18+... which to a range is somewhat legal in Japan... it is not legal nearly everwhere else in the world...
