There's certainly some bad non-English popular music out there... but there's also some really bad English-language popular music.
In many cases, they don't have the money to produce music properly. Then there's also the cultural thing. You may not like something becaue you don't understand it. Juanes for instance. He's huge internationally, but not in the states because he doesn't sing in English. And Shakira may have sold more albums than Beyonce and is probably better known worldwide.
