At the beginning of the series, everything was mystical. Miracles were happening. But those healing powers were attributed to a risen white blood cell count, which would not let Locke gain the use of his legs again. So how can he move his legs again?

It was never stated that leaving the Island would make you lose what you had gained, just that the Island seemed to have the ability to heal. Rising white blood cell count had nothing to do with Locke; he just woke up and his legs moved. Even in the flash-sideways, he was still paralyzed (because he never landed on the Island), but Jack did surgery which was supposed to help him to walk again. By that time, they were in the "waiting time" for everyone to meet up at that chapel.
I think it was just with Rose that experienced the rise in white blood cells - hence the disappearance of her cancer. She mentioned that the same healing properties of the island were what helped John Locke. That doesn't mean that the healing properties helped him in the same way.
In this instance, the mystery remains!
In the episode "SOS" Rose was told that there were different electromagnetic hotspots around the world that could heal her cancer. This electromagnetism (or the Source) cured Rose's cancer, Locke's paralysis, etc.
Because they were all in limbo between life and death
