Upgrading to a Q9550 or Q9650 would help, but you'd really want a 2nd-generation Core i5 or higher to pair with a powerful GPU like that. Of course that means a new motherboard, new RAM, new copy of Windows...
Without a doubt, you would be best off getting a better cpu and lesser graphics card, a low end i5 would probably do you alright, and a 650 ti would probably end up better than a Intel core 2 quad with 670, because of bottlenecking
WHY???? because, once I had a core2quad 8400 paired up with a GTX 560 and I noticed that my FPS was below the benchmarks that can be seen on anandtech.com.
So I decided to upgrade to an Asrock H77m mobo and I5-3470, and my increase in gaming performance was really great.
So, you could just imagine what would be the scenario of a core2quad with a GTX 670 (which is pretty faster than a GTX 560) right ????
yes bro, it will definitely bottleneck, i recommend getting at least i5 2500k if you're really low on budget. a good quad core for gaming and also a really good CPU

Yes, it's definitely a bottleneck.
The Q6600 was a slowpoke even when the first Sandy Bridge processors were introduced.

The old Q6600 was a bottleneck even for midrange cards like the Radeon HD 6870 and GeForce GTX 560 (non-Ti)

And the GTX 670 is FAR more powerful than those cards.
