So I am looking for an official japanese input method that is like this:

If I were to type わたし I will only need to press 0qt
instead of typing watashi
I can type japanese with romaji but I am looking for an input method that is official which is NOT romaji.
Anybody knows?

The input style which you're asking for here (kana input) is built into the Windows 7 default IME. You shouldn't need any additional applications to accomplish this.
Assuming you have the IME enabled already, you can follow these steps to switch from romaji to kana input types:
Open the Windows Control Panel, and navigate to Region and Language.
Select the Keyboards and Languages tab, then click "Change keyboards..."
The first tab should include "Microsoft IME" on a tree list under Japanese -> Keyboard. Select the Microsoft IME and click the "Properties" button on the right.
On the first tab of this window, at the top you should see a dropdown box to choose from kana input (かな入力) and romaji input (ローマ字入力). Select kana input, then proceed to click "OK" on all the windows opened so far to save the changes.
After this you may have to reboot or restart individual programs to reload the IME and enable the change to the input method. At this point you should have a fully functional kana input method as that in your screenshot.
