If you really knew all the guidelines you wouldn't be asking if you are eligible now would you?

You need regular subscribers (an increasing number of them)

There is no set minimum for the stuff. YouTube looks at what type of video's you produce, what type of audience they appeal to, how your audience is growing, etc.
