1)Can I still activate traps when royal decree is active?
2) If I can (I know they are negated) do they get destroyed because royal decree doesn't say anything about destroying them...so do I jist put them back face down...or put them in the graveyard?
The reason I am asking is so to see if I can still use chain strike with royal decree on the field

1 - Yes you can.
2 - It does not destroy them when it negates them - but normal trap cards go to the graveyard after the chain finishes resolving anyway and Royal Decree doesn't change that in the slightest. A continuous trap card will become face-up but will do nothing.
There's no real way around Royal Decree. Some people might suggest activating a trap and then chaining Emergency Provisions to send the trap to the graveyard as a cost. The idea is that since the trap card is no longer on the field, Royal Decree will no longer stop it. This is wrong, it doesn't work like, say, Skill Drain vs Exiled Force. If a Trap activates its effect on the field, Royal Decree will negate it on resolution regardless of where the trap card ended up.
1) no becasue royal decree negates all traps. if u activate it, it counts as being face up so it is negated
2) If u activate it, then it does go to the grave. U cannot just re-set it. thats cheating.
If u want to find a way through royal decree, use mystical space typhoon. its a spell or find a monster negating traps

2) You flip up a Trap, and its effect gets negated by Royal Decree, so it resolves without effect. If it's just any regular Trap card, then yes, it gets sent to the Graveyard after this. If it's a Continuous Trap card, it just lays on the field uselessly.
Chain Strike is a Spell card; Royal Decree doesn't affect it. So yes, you can chain multiple Traps together (even though their effects won't go through) and then chain Chain Strike to them for maximal damage (assuming that's what you want to do).
