Cruise control does not work at all on 1999 Suburban. My diagnosis led me to a bad cruise module, but cruise is still inoperative. I even went as far as to drive around with the "cruise engaged" wire backprobed, and verified that the cruise module is pulling down the signal from the PCM. So I know it is receiving all inputs required for engagement, but just not pulling in the throttle cable.. The ground circuit is fine and it is receiving the power it needs to engage the stepper motor... There is no binding of the cable. I also check for ac ripple at the alternator, but that checked out fine.. My last resort is assuming that the module I bought is also not working, as it was $30 on Ebay from a junk yard.

If you do not see the part you need listed, just search for a 99 door and contact the yards who list the door as the least expensive. The page with the lowest price is highlighted at the bottom of the first search page. Contact them and ask for the part you need they still may have the shell in the yard and pick the part for you.
New, well google "gm discounted parts" if it is a dealer only part. They guy on the forum will tell you where to find it. www.rockauto.com was super for a vsv for my Camry less than a quarter the price at the dealership. Suspect you know this, but in case you didn't thought I would toss it in.
moving into direction of a similar project with my tahoe. I even have heard there is a few form of valve in the rear ac lines which would be undesirable. i'd take of the rear panel to make beneficial or to work out whats working like the temp administration door that switches from warm to chilly
