So I edit my videos using adobe premiere cs6 and whenever i export them after i edit them, they get these weird lines in the. like anytime something moves it becomes distorted with lines . Check out the video below to see what im talking about and please help me with the steps to fix it!!! :)

Update:the lines only happen if you put it in 1080p and skip to like 0:30 into it. anytime something is moving it makes it blurry and these like lines appear on the subject.

Your YouTube video is set to Private, so no one will be able to check out the problem... but you may want to check out the specifications for YouTube video uploads. There are certain setting necessary for smooth playback.

Can you point us to a specific moment when this happens? Or are you just trolling to get more views?
That just looks like a combination of motion blur and a very high contrast image causing the resolution lines to be enhanced. Try reshooting that same type of motion in a well lit (try a bright sunny day) scene, and see if it gets better.
