I know that it is like 10 cents a minute, but compared to regular planes and other prepaid phones like Trac Phones, are they a good deal?

They are really good. I had one and even got a international plan for only 3,99 and could call anytime.

yes if you don;t want a plan phone they are good,
you pay as you go you buy a card when needed and if you don;t want the phone anymore you don;t have to pay a penalty
