I'm 5'2" and I know short length dresses work better for my body type, but I've always wanted prom to be the "princessy" chance where I could wear the poofiest dresses. While trying on dresses with my friends for homecoming this year, for fun we tried on some prom looking dresses, and all my friends agree that long length dresses just don't work for me. However, I might wear heels, and those boost me up to average height, but i'm not sure if the place that holds prom would allow girls to keep their heels on(some incident several years ago, two girls got into a fight and..heels were thrown. Thanks girls).

Generally speaking, a long dress is not very much flattering for a petite girl as it's easily overwhelmed her, however, I have been seen many tiny girl wearing long dress ,which still worked well.
So if you really like to try a long dress, then you can hit the boutiques and try some long dresses on, so that you can see how you look in such style dresses. Certainly if you need a second opinion, drag your bff with you.
To be honest, I never hear of not allowing girls to wear heels to parties, if it did happen ever, then I think you may inquiry the party rules in advance, 'cause it just depends on what kind of occasions there.

You should probably stick with a medium/short lengthed dress if there's a chance that you'll have to take off your heels. And if you get a super long princessy dress you'll just get eaten up in all the material and it'll make you look shorter (I'm the same height as you). Just because it's a shorter dress doesn't mean it can't be elegant! Keep digging around for one, I'm sure find one that's perfect, and paired with the right accessories it'll look just as princessy as any other dress
The proportions of a shorter stature with respect to leg length is enhanced for the better when wearing heels. Your legs will look a mile (1.6KM) long. I think you'll look fantastic. The one real issue is that if you take your heels off, you gown will drag and may get caught under foot when you least expect it. I'm not sure how the place will make sure your heels are always off, but if it is an issue you could always wear wedges. Though not as appealing visually, will still give you the height you are looking to attain.
