can local police protect an innocent person from NSA?

Lets say a person sees a classified document that incriminates certain government agencies from hiding something very important from the public that has to do with international security. This person might have said something online about it, then strange things started to happened: phone calls when picked up there is someone there, then they hang up, a dark suv in the neighborhood that doesn't belong, and helicopters over the house at night. Could this be intimidation from NSA? If it is intimidation, can the local police protect this person since this person hasn't committed a crime?
