I just received an e-mail from a friend asking me to present her powerpoint file on my mac. I don't have microsoft office and I usually just use Text Edit or Preview to view Word and Excell files. I want to know if I can can open a powerpoint file with the preview application on my macbook (OSX Mountain Lion).

TextEdit cannot show anything meaningful by opening a PPT or PPTX document.
Preview can show text and image data in a PPT / PPTX document as pages, like in a PDF document. QuickLook applied to a PPT / PPTX is the same result as Preview.
Keynote can open / edit / save PPT, but can only open PPTX, and save edited PPTX as PPT.
NeoOffice has the same ability as Keynote.
You can't buy PowerPoint separately from Office 2011 for Mac. You cannot buy iWork as a suite now. You buy Keynote for US$19.99 through the App Store, icon is on the Dock.
You can look at the slides simply by selecting the PowerPoint file in Finder and pressing the space bar.
If you want to watch the presentation as it was designed to be shown, open it at docs.com which is the free way to use Microsoft PowerPoint.

No, but you can view them by right-clicking it and selecting "Quick Look." (Or select it and press the spacebar.)
To edit them you'll need PowerPoint for Mac, Keynote (part of iWork), or NeoOffice.
