You can do a frequency conversion on almost any radio within limits. Most would make them illegal for use on the Citizens band, many would make them dangerously illegal for use in the ham bands and almost all would require extensive skills in radio electronics to do a reasonably adequate job for any other use, most of which would be illegal. Save your money for a radio designed for the use you need, and get a license that's appropriate. The fines and confiscation of equipment that is illegal are simply not worth it.
