Do you think Racial Minorities get hired as Cops easier?
I am looking at a few police departments requirements and they really seem to enforing education on diversity. one dept even gives special preference to racial minorities and women because "they understand their own better"

They have to hire racial minorities so that minorities can't sue them for being racist. Even if said racial minorities are sub-standard police officers.
Depending on the department they hire or try to hire according to their ethnic population. For example, if they have 30% Hispanic population they will try and have the same percentage of Hispanics working for the department.
