Since my broadband internet now has a cap, and we have a bunch of people using the internet, i started getting worried if we ran out. So i'm trying to use as little as I can. which has lead me to watch lower quality videos like 240 , 280, and standard videos. Is what i'm doing making any difference in my data consumption?

Yes and no
It depends on the file format and size of the video....so a 5 minute video with 480 Res run on say a wmf might be 20 mbs while on a divx format could be 30mbs (I'm pulling the formats out my butt but you get the idea)
But as a whole lower the Res/dimensions the less the data but the crappier the image too low and your image is ruined like what my T-Mobile phone did to my bday pics it auto set the Res to 160 and the image was a postage stamp sized blur unable to be recovered
ABSOLUTELY, Rather than using up your data on a high quality video that uses a lot of bandwidth you're using up a lot less by switching to low resolution. its like downloading a low resolution video to a high resolution video 200 Megabytes would be the low res but 1 gigabyte would be your high res. Yes you are saving yourself data usage by doing this.
Yes, generally it should.
This is why hd videos take longer to load, as you are consuming more bandwidth.
