Good old spaghetti! Use a tomato sauce without added sugar, whole wheat noodles, and add into the sauce turkey meatballs (roll some ground turkey into balls, brown on a skillet, throw into sauce), or add some sliced mushrooms and black olives.
Start with whole wheat pasta. I don't notice a difference in taste or texture and it's all we buy and use at home. It's only $.88 a box at WalMart.
All-natural tomato/vegetable sauce works, too. The WalMart brand is only $1.33. Also, as was suggested, toss in extra vegetables, or canned tomatoes, which are roughly $.70 a can. Do a search for "vegan italian recipes" or "vegan pasta recipes" as well. I just typed in "pasta" on the VegWeb site and found many results.
