I'm trying to transfer to Georgia Tech from another school in Georgia and its much easier to get in and much cheaper if I'm a resident. So I was wondering if there was a way for me to apply for residency or maybe petition for residency (some states do that) in Georgia. I would be willing to use an off campus house or something to have a real Georgia address or some such scheme... Any ideas here people? Residency will save me plenty of money and energy in the future if its possible for me to obtain.

If you live off campus, you just need to take proof of your residency to the DMV and get a GA license. But you have to be a resident for a certain amount of time to qualify for in state tuition. I think it might be 6 months....
But if you change your license, remember you have to change your car tag, you insurance, and you will have to pay GA ad velorem taxes (annual personal property taxes on your vehicle. Conveniently on your birthday! Isn't that nice?)
I live in GA
You need to look at the individual college's policy for residency requirements. Usually, you have to have lived in the state for a certain period of time, pay taxes, register to vote, and have a driver's license. Some require a bit more than that, and some are particular about the documentation they will accept. You should call the Registrar's office and ask them. You can probably get the info off of their website.
