I got a lot of neat notes, scribbles and scrap writtings during college; some of my friends think it's worth being turned into a book. Help me get started, what are the steps I need to take?
The first step is to organize all those notes, scribbles and scraps into something cohesive. Chances are, you'll have to start writing from scratch, using your notes as guidance and inspiration.
Once you've done that, edit, revise, and rewrite until it's the best it can be. Then you start the long process of finding an agent, who will take your work to publishers.
But you must have a complete, polished work before you start querying agents or publishers.
Keep in mind that friends are not always the best judges of what is publishable and what isn't. You have a lot of work ahead of you, and you have to take a hard look at what you have, how much time and effort you want to put into pulling it together, and whether it will be worth it.
To get started, I think it's time you used your computer to write up all those notes, scribbles and scrap writings into something you would yourself think of as a book, even if all these 'scribbles' are already on your computer.
When you think of it as a book yourself, then maybe you can go another step closer to publication, assuming that is what you want.
If you are just having trouble arranging your computer scribbles into a book-like form... are any of your friends interested in helping you in the form of acting-editor? Or perhaps, as with so many other things, it may be good to research the problem in the library.
You know the state of your scribbles; I don't. I just know that it is a great deal of fun to write, so I hope you continue to work with what you've got and beyond...

Luck!
Go to a publishing company. Ask there and wait for a reply if the publishers are interested to publish your works.
