Go to the action bar below the question.

Go to Edit, and in the drop-down menu, click Delete Question.

But you must do this when the question is open. It can't be deleted if it is in voting or resolved.

it's deleted if it violates guidelines.

You can click Edit then Delete Question.

You can only delete your question while it's Open, if expiration time left is over once it goes to Resolved or In Voting you cannot edit or delete your question.
