Does his face light up when he sees you? Does he do special little things just for you? Does he come to you for comfort when he's feeling down? Does he want to share his joy with you? If he does these things frequently then I would say he loves you. Sex is not love but it can be a product of love. I would worry if he never kisses you, because he might still love you but he's grown bored in the relationship. You need to do something to light the fire again. Erotic games or outfits (if they don't offend you) are a good way to start.
Isn't that question technically hypothetical :) Anyway, I have loved people I have never done any of that stuff with (yes, I mean guys, not family or anything like that) though in one case I wanted to do those things so maybe that doesn't count. It is however possible to love someone and not have an intimate relationship with them.
Love is so much more then sex. When I first dated my bf, he didn't kiss me for three months, because I asked him not to. Love is respect, kindness, generosity, not sex and kissing. My experience is the more physical you are in your relationship, the less you are genuinely connected.
