Yes, easily. Most likely he will have an AKO address. This is very useful. All you need to do is have someone in the military look him up while they are signed in to AKO online (www.us.army.mil). All military personell have to be registered on AKO and the information should be current.
If that doesnt work. you can talk to a chaplain or a JAG officer. They will be able to find him and would force him to sign the papers. One drawback from being in the military, you can always be found and signing papers is inescapable.
Although you are estranged from him, you are still considered a solidiers dependent and have access to all of the rights and priviledges there to. Call the base JAG and ask them for help

Every Army base has a "post locator"; quite simple. Call the base or 'fort' operator, and ask for the post locator. Tell them who you're looking for.

Try doing a general people search or search on military.com/buddyfinder
go thru AKO if u are a servicemember or go to a local JAG office
