I have been informed that the possession of Piranha without a permit is illegal.
So my questions are:
Is this permit for all Piranha species,
and how would I go about getting a permit?
Is there a fee or contract that needs to be signed with local wildlife officials?

Contact the State Government for Title 35, Chapter 80 of the CRS (Pet and Animal Care and Facilities Act). However the State Law is vaguely worded so Piranhas are in fact legal in Colorado and no permit is required, but they may not be in your city or town.
