The only difference between the mobile and the desktop version is the core clock. The desktop chip runs at 650-1150MHz and the mobile version runs at 350-1300MHz. Otherwise it seems to be the same.

Checking out the Intel spec sheet for that mobile processor, it looks like the graphics core runs @ 650MHz and turbo's to 1100MHz. The 3770k runs at 650MHz and turbo's to 1150MHz.

So yes, the Desktop HD4000 i-GPU is slightly better but not to the point were you will tell.

The desktop version of a gpu will ALWAYS be better than the laptop version, even if the it is an integrated unit. as to what would be better than HD4000, I would have to say pretty much anything that isn't an integrated chip. integrated graphics are total b.s., especially compared to desktop cards like the Nvidia GTX 660 or ATI HD7870.
