No, of course Conroy didn't want her to "give up" the monarchy. He wanted to enjoy power THROUGH her. Had she given up her right to the throne, he would have lost any opportunity to gain such power.
It would have been rather stupid, then, for him to try to convince her to give up the monarchy, don't you think?
