Today while jumping my truck, a random guy crossed his end of the jumper cables cause big sparks and lots of smoke. Once the cables got put right and truck was started, the radio quit working. The radio will not even come back on. I put the stock radio back in and same thing. I have checked all radio fuses and all are fine. There is proper voltage coming to the wire going into the plug. Any ideas of what else to check. I also couldnt find any melted wires.

There are fusible links which burnt when shorted on the wiring harness,location varies to year,make and model.There should be two wires go to the stereo head unit,one has battery voltage all times for its memory,another for ignition feed.
check you fuse link on the wires that run out of the alternator.. The ones that supply the main harness. there know to blow in cases such as yours . there are t positive wires that run to the radio the battery positive and the acc wires.. red and yellow both should h ve battery voltage with the key on and only thre red with the key off.
fuses............... there are fuses you're not checking.. probably one under the dash somewhere or under the hood.. there are often several places for fuses nowadays
recheck your fuses. you missed one.
